The Position: The City of Lake Oswego Planning and Building Services Department is seeking an effective and diligent person to assist builders, developers, architects, surveyors, and other design professionals, and members of the public, with understanding and complying with the City’s development regulations. The Senior Development Specialist works under general direction of the Planning and Building Services Director or Planning Manager and reviews development/site plans submitted with building permit applications for compliance with land use and engineering policies, regulations, and standards. This position is represented by the Lake Oswego Municipal Employees’ Association/ American Federation of State, County and Municipal Employees (AFSCME).

The list of duties is a representative sample of the work appropriate to this class and does not include all the duties that may be assigned to a particular position. The incumbent may perform a combination of some or all of the following duties:
- Review plans for new construction, exterior remodels, and additions for compliance with Planning and Engineering codes; provide timely, consolidated completeness comments to the applicant and coordinate response with staff.
- Review plans for compliance with Planning and Engineering codes and standards including land use, stormwater, grading, erosion control, tree protection and mitigation, transportation access and private utilities; interpret City codes, policies and regulations, and coordinate with the respective departments as needed to determine compliance.
- Provide customer service at the Permit Center counter, including plan intake and over-the-counter plan checks for designated areas of responsibility; demonstrate excellent communication skills working with a variety of customers to explain requirements for application completeness.
- Coordinate with city staff and technical specialists under contract with the city to assist with plan reviews; where conflicts arise between reviewer comments, work with the Director or Permit Center Manager, as applicable, to resolve conflicts and achieve compliance.
Education and Experience A typical way of obtaining the knowledge, skills and abilities outlined above is through obtaining a Master’s degree in Urban Planning, Engineering, Architecture, Landscape Architecture or related field, and six years of increasingly responsible related experience; or an equivalent combination of training and experience to perform the duties of the job.
