This is a professional executive leadership position, working independently under the administrative direction of the County Administrator.  Performs highly responsible work in planning, managing and directing the operations of the Utility Services Department to include water and wastewater treatment plants, water distribution system and wastewater collection system; manage the design and construction of all water/sewer project, the billing and accounting of water and sewer accounts, meter reading, customer relations, and the Solid Waste Disposal District.

 



ESSENTIAL JOB FUNCTIONS:

  • Direct the operation and maintenance of the water and wastewater treatment plants, water distribution system and wastewater collection system.
  • Direct the design and construction of all water/sewer projects in the County
  • Supervise the preparation of specialized studies and reports for the County Administrator and the Board of County Commissioners.
  • Responsible for developing long-range plans to meet the County's future water, wastewater, and solid waste disposal needs.   Evaluates the adequacy of facilities, funding sufficiency, and develops priorities for modification or extension.
  • Develop, evaluate, and approve strategic operational plans and department policies and procedures to provide direction, enhance operations and improve customer service.
  • Evaluates the soundness and efficiency of operations and develops and supervises the repair, maintenance, and installation of facilities.
  • Oversee the preparation of and approve the department/division operating budgets for the recommendation to the County Administrator and the Board of County Commissioners.
  • Monitor operating and capital expenditures to assure compliance with budget and monitor revenues to assure sufficient funds are available
  • Develop and approve agenda items for the Board of County Commissioners, attend the Board meeting, make presentations to the Board as necessary
  • Direct development and implementation of the capital improvement program to assure facilities to support economic development
  • Monitor proposed state and federal legislation rules and regulations pertaining to Utilities, determine impact, provide comment and implement, if adopted.
  • Negotiate agreements and coordinate activities with neighboring jurisdictions and service authorities of which the County is a member
  • Coordinate with Legislative Affairs and Communications Manager for the development and implementation of the public relations plan and news releases.
  • Coordinates public presentations and information concerning the operation of Utility Services.
  • Analyzes costs in relation to revenues in order to determine appropriate rate structures.
  • Register private franchise water, waste water, and solid waste operations.
  • Oversee the monitoring of franchises to ensure compliance with county and state requirements and regulations.
  • Negotiate for land acquisition, contributions by developers, and grant work for water and wastewater projects.  Creates financing methods which make such expansion practical.
  • Analyze utility rate sufficiency rate structures while operating under existing systems of water and waste water rate structures.
  • Regulate private franchise utilities.  Conduct negotiations for takeover of private utility systems when necessary.
  • Remain up to date on technical advances and new methods of treatments and operations of water, wastewater, and solid waste systems.
  • Work with federal and state agencies relative to grants and applications.
  • Establish and maintain effective public relations with other departments, the public, and other agencies.
  • Establish ordinances for County utilities services.   
  • Establish and implement department policies, procedures, and work performance and safety standards in accordance with County administrative policies and procedures as well as applicable laws.
  • Foster positive employee relations and employee morale on a County-wide basis.
  • Coordinate the implementation of Maintenance/Repair/Replacement Plans for the water, wastewater, and solid waste systems to meet changing regulatory requirements and system operating conditions by identifying/recommending upgrades, modifications, or improvements to equipment and facilities. Plan and implement approved activities within normal budgetary procedures.
  • Review and approve development and other technical plans and specifications for water and wastewater system expansion and improvement for compliance with comprehensive plans and local/state/federal regulations.
  • Present discussions for financing, loan, and grant applications to the Board of County Commissioners.
  • Serve as an active member at the Emergency Operations Center during declared emergencies.
  • Perform all duties and responsibilities according to the Indian River County Code of Ethics and Florida Statutes 112.313.

Education and Experience:

Bachelor's degree in civil or sanitary engineering or a related field and eight (8) years of responsible engineering and administrative experience in the construction or operation of public utilities such as water distribution systems or wastewater treatment facilities; OR, an equivalent combination of experience and training providing the necessary knowledge, abilities, and skills.

Knowledge, Abilities and Skills:

Knowledge of county, state, and federal rules and regulations pertaining to utilities services, including but not limited to water, wastewater, landfill, transfer stations, and registration of private franchise water, wastewater, cable TV, and solid waste operations.  

Knowledge of governmental budget preparation.  Knowledge of fiscal accounting and records management systems.  

Ability to interpret rules and regulations and communicate clearly and concisely in correspondence, presentations, and/or dealings with the general public, staff, other departments, and outside agencies.  

Ability to exercise considerable initiative and sound judgment while working from broad direction with limited supervision.  

Ability to work collaboratively with other departments/divisions and staff in delivering respectful, effective and innovative services.   

Ability to communicate clearly and concisely, both orally and in writing; and prepare clear and concise reports.   

Ability to interpret data, analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. 

Ability to manage a diverse workforce to include non-union and union represented employees. Ability to plan, organize, direct and coordinate the work of management, supervisory, professional and technical personnel; delegate authority and responsibility.  

Ability to select, supervise, train and evaluate staff.  

Ability to establish and maintain effective working relationships with those contacted in the course of work including government officials, community groups, and the public. 

Licenses, Certifications or Registrations:

  • Possession of a valid Florid Driver License

  • Professional Engineer License (PE) in the State of Florida is desired.

ENVIRONMENTAL CONDITIONS:

Work is performed inside in an office environment and occasionally outside.
