The Engineer II position performs a full range of civil engineering services for project development including engineering review of permitted development projects. The position also provides full service project management for moderate to large engineering projects through the design and construction phases. Projects are developed and executed with technical independence within accepted engineering principles and applicable City policies and are reviewed to assure compliance with design standards.
Duties may be assigned in multiple practice areas including fiscal year construction budgets, coordinating review comments for permitted development, fund management, regulatory programs, technical committees, supervision, and public relations to prepare them for advancement to the next higher classification level.
In addition to Engineer II responsibilities, the Engineer III is distinguished by the ability to provide project development and management of large and complex projects, and quality control over activities managed by lower level engineers. This position independently applies extensive and diversified knowledge of engineering principles and practices in broad areas of assignments.
The Engineer III position is also responsible for supervision and leading lower level engineering staff, providing program level budgeting, serving on technical and advisory committees, and establishing project delivery procedures, negotiating and obtaining program level regulatory permits, and working with stakeholders across the organization and in the community.
Candidates that have experience in project management, transportation and/or public utilities engineering, and possess excellent communication and time management skills, are encouraged to apply. Candidates may be hired as a Project Manager or Senior Project Manager based on their amount of experience and qualifications.

Must have valid driver license and meet the City of Salem's driving standards.
Bachelor's degree from an accredited college or university in Civil Engineering or a related field,four years of experience in a related field,
Professional Civil Engineer License required.
