The Vice President, Safety, Risk Management and Accessible Services (VP) serves as the Chief Safety Officer and is a managerial, administrative, and technical position at a senior management level that reports directly to the President / CEO. This position is responsible for the implementation of strategies to foster a safety-focused culture in an out-sourced operational environment. The department will be responsible for ensuring that, safety, risks and accessibility are considered and addressed as an integral part of all operational decisions and initiatives. The VP will ensure a commitment to effective safety oversight program administration by developing Capital Metro’s Public Transportation Safety Plan (Safety Plan) based on the principles and methods of the Safety Management System (SMS) through direct leadership, role modeling, establishing working relationships with Capital Metro personnel and implementing practices which promote accountability across all organizational levels. The position is responsible for identifying and developing short, medium, and long-range operational strategies to ensure strong safety oversight of the Capital Metro’s services including MetroBus, MetroExpress, MetroRapid, MetroRail, MetroAccess, MetroRideShare and freight rail. The VP will also ensure a positive working relationship with all levels of Capital Metro staff, service provider staff and other external stakeholders such as regulatory agencies and governmental bodies. Furthermore, the VP must comprehend and execute the necessary safety strategies to effectively and collaboratively support changes underway at Capital Metro, while remaining sensitive to pragmatic considerations in the operating environment.
Participate in the development of the authority’s plans and programs as a strategic partner with a balanced perspective of the impact on people and financial sustainability.
Develop Capital Metro’s Public Transportation Safety Plan based on the principles and methods of the Safety Management System approach to improving safety.
Ensure agency compliance with the Safety Management Systems Framework recommended by the Federal Transit Administration (FTA), Federal Rail Administration (FRA) and any safety standards developed of the FTA/FRA.
Serve as Capital Metro’s primary liaison and/or representative on safety issues to various state and federal agencies/commissions, including FTA, FRA, and DOT.
Provide direction to the risk management functions to minimize the organizations’ exposure to financial, operational and other risks and ensure compliance with federal, state and local regulations.
Develop key operating and performance metrics for safety as aligned with Capital Metro’s strategic plan.
Direct the Program Manager, Accessible Services to guide implementation of accessibility enhancements and ensure compliance with the American’s with Disabilities Act.
Develop and lead strategic, safety-focused oversight and audit initiatives with Capital Metro’s staff and service providers.
Monitor implementation of safety risk mitigations.
Advise, consult and coordinate with senior management and various stakeholders on legislative and regulatory matters related to risk, safety and accessibility.
Develop and maintain departmental management reporting and data analysis.
Develop and present the Quarterly Safety Report and Annual Safety Report to the Capital Metro’s Board, and other reports as needed.
Coordinate accident investigations, reporting and after-action plans, including notification to regulatory agencies when applicable.
Lead response to all critical safety events This may require reporting for duty outside of normal work hours. Must be available by phone 24/7 for critical safety emergencies.
Direct the development and implementation of effective safety training, education and communication programs for all employees, service providers, and the general public.
Work with environmental, health and safety advisory committees to promote and provide safety expertise.
Constantly interface with employees and contractors on potential risk, safety and accessibility goals, projects and issues and conduct proactive initiatives.
Ensure timely response to management, operator and customer requests and complaints related to risk, safety and accessibility issues.
Lead the Risk Management Oversight Team to assess, manage and reduce organizational risk and exposure through improved business practices (processes, procedures and policies), communication and data/information analysis.
Support Capital Metro’s safety culture by following safety and security policies, considering safety in every action and reporting safety and security concerns.
Perform other duties as required and/or assigned.
Education and Experience:
Bachelor’s degree in Safety or related field. Related experience may substitute on a year by year basis up to four (4) years.
Seven (7) years as a senior level management position focusing on transportation safety including three years (3) of increasingly responsible experience, overseeing SMS programs, system safety audits or review and/or transportation safety management.
Five (5) years of experience developing and implementing safety and/or emergency management programs
Prior experience with a bus and commuter rail transit systems, State Safety Oversight Agency, or implementing SMS and or ERM in a transportation industry is strongly preferred.
Transit Safety and Security Program certification required and complete the Safety Management System Train component required by the FTA’s Safety Certification Training program provision. Other industry-recognized transportation safety certifications preferred.
Experience with word processing, electronic mail, spreadsheets and database software
Knowledge, Skills and Abilities:
Thorough knowledge of safety and environmental regulatory standards, especially as pertains to the transit industry.
Thorough knowledge of the Safety Management System approach to improving safety culture and related current and proposed federal regulations.
Knowledge of Enterprise Risk Management principles and practices.
Excellent written, oral and interpersonal communication skills.
Ability to manage multiple functions and meet established deadlines.
Ability to exercise critical thinking, analysis and managerial judgment that combines analysis, wisdom, experience, and perspective.
Ability to collect and organize data, establish goals and develop budgets.
Ability to motivate staff, organize and schedule work and serve as a role model.

SECURITY SENSITIVE POSITION
This position has been identified as a “Security Sensitive” position. Capital Metro will conduct annual background checks on incumbents in this position. A position is “Security Sensitive” if the incumbent handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of the Capital Metro that has been designated as a security-sensitive area.
SAFETY SENSITIVE POSITION
This position is identified as a CMTA safety-sensitive position. An employee in this position is required to participate in the Employer’s testing program for prohibited substances. Participation in this program is a condition of employment with Capital Metro. A safety-sensitive employee is randomly tested for prohibited drug use or alcohol misuse while the employee is performing safety-sensitive functions; just before the employee is to perform safety sensitive functions; or just after the employee has ceased performing such functions.
