The position of Assistant Deputy Director – Enterprise Asset Management is designed to grow and effectively manage the team tasked with preparing for and actively managing the implementation of the Infor ® software tool for effective management of the comprehensive Enterprise Asset Management program for the totality of the Metro-North Railroad Maintenance of Equipment (M of E) Department. The task includes the management and coordination of consultants, MNR EAM team members, and MTA EAM team members to design and develop the Trouble Ticket process, the documentation of “as-is” business processes, the design and documentation of “to-be” business processes, develop software tool configurations for each distinct user group, and the effective conversion from current business practices to enhanced business processes through training and coaching until productivity is demonstrated.
Lead the M of E Enterprise Asset Management team in the following areas:
Providing detailed technical guidance for the validation and implementation of the Infor® Enterprise Asset Management (EAM) and related systems.
Providing active guidance for the design and validation of the Trouble Ticket business process and tools.
Identifying and documenting all value-added current business processes that are migrating to Infor EAM tool.
Providing active participation with the Consolidated Operations (Con-Ops) task-team to identify and document the best business practices from throughout the MTA universe.
Identifying and documenting all legacy data from AMS to be transferred to Infor, coordinate and manage the efficient transfer of the legacy data to Infor, and validate the successful transfer.
Identifying and documenting all current work packages, EMI’s, MOD’s, Service Disruption Review Protocols (SDRP), and remanufacturing specifications (Work Scope), for connection in Infor to work orders or campaigns.
Coordinate the discussions with and approval by the FRA for the transition from compliant paper record keeping to electronic record keeping at the transition to Infor. The overarching goal is to eliminate all paper records and physical endorsement.
Actively and thoroughly performing beta-testing of Infor installations and work with MNR-EAM team to correct/enhance any shortcomings discovered.
Preparing M of E-specific Infor usage guidelines, focused on each specific group/level of users. Use the guidelines to endocterinant/train all levels of users/participants.
Planning, preparing, executing, and managing the transition from AMS to Infor in stages at the various shops and locations on the railroad.
Following full implementation of Infor, continuously seek new techniques for using the tools more efficiently and/or productively and oversee the operation of the tool.
Provide ad-hock reporting and progress statements relative to Infor EAM tool implementation to the Chief Mechanical Officer and their staff.
Strong interpersonal skills with the ability to work effectively with all levels of employees.
Strong leadership and inter-departmental coordination skills to foster teamwork, develop and motivate staff.
Strong management and coordination skills to plan, direct, and control M of E EAM program.
Strong technical, analytical and problem solving skills.
Advanced working knowledge of computer based maintenance tracking systems and electronic maintenance records.
Knowledge of heavy industry maintenance practices and strong technical, analytical and problem solving skills.
Proficiency in writing and implementing business systems and specifications utilized in asset management.
Proficiency in relational databases, SQL and query based reporting tools.
Strong verbal and written communication skills.
Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, Visio, and Access), Crystal Reports, and/or comparable applications.
Ability to work various shifts and locations as assigned to support operations 24 hours a day, 7 days a week.
Ability to be on call and respond to emergencies as required 24 hours a day, 7 days a week.
Bachelor’s Degree in Business, Operations Research, or related field from an accredited university or college.
Minimum of seven (7) years of experience with EAM, Business Documentation Systems, and Productivity Metrics.
Minimum of five (5) years of experience leading teams of RAM and RCM experts.
Master’s Degree in Business, Operations Research, or related field from an accredited university or college.
This is a safety sensitive position and subject to toxicology testing.
As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $97,448.00 or if you hold a position designated as a policy maker.
Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends. This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
