The City of Redding is seeking a self motivated, organized individual, with strong leadership skills. This individual will represent the department to the public, other agencies, consultants, contractors, and other departments and must be able to make and communicate decisions effectively. An understanding of City policies and procedures is necessary.
Examples of Duties: Review of capital construction project plans and specifications; review of land development projects, plans and conditions of approval; provide encroachment and transportation permit conditions and process support; assist in preparation and assessment of development impact fees; procurement and oversight of professional consultant services; engineering support for transportation facilities; provide management of traffic operations in the City's right of way; oversight of traffic data collection and reporting, operational and safety analysis, capacity management and signal operations; assist in grant preparation and management of grant programs; assist in the preparation of Capital Improvement Plans for the Transportation System; assist in the development of City design and construction standards; assist in the project scoping, scheduling and budgeting of capital improvement projects; management, supervision and training of administrative, technician and operations staff; preparation of oral and written reports for staff and management; represent the department to the public, other agencies, consultants, contractors, and other departments; and perform related duties as assigned.
Knowledge of: Effective supervisory principles and practices; principles and practices of Public Works; technical understanding of wastewater, stormwater and water supply; applicable laws and regulatory codes relevant to Public Works functions; and local, federal, and state funding and program opportunities and requirements.
Ability to: Interact effectively with the public and other employees; perform complex public works technical operations; read and accurately interpret technical and non technical public works reports and improvement plans and Municipal Code requirements; communicate clearly and concisely both orally and in writing; supervise and manage other public works employees.
Education & Experience: Any combination of training and experience that provides the required knowledge, skills and abilities are qualifying; typical education would include a Bachelor's Degree in Civil Engineering from an accredited college, university, or equivalent, and typical experience would include five years relevant experience.
Special Requirements: Registration as a professional civil engineer in the State of California or in another state that has reciprocity and must obtain California registration within one year of employment. Possession of the appropriate valid California driver's license, or the ability to acquire one within ten days of appointment.
