Serves as the District Traffic Engineer and manages personnel engaged in traffic engineering and traffic operations work in the 12-county San Antonio TxDOT District, including the planning, design, and construction of traffic control devices, operational studies, and safety programs. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires extensive contact with governmental officials, private entities, and contractors. Supervises professional and technical staff. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Oversees the San Antonio District’s Traffic Engineering Office, including the planning, design, and construction of traffic control devices.
Oversees, performs, and/or reviews traffic engineering studies and TIAs to recommend solutions to improve operations and mitigate high crash locations, to warrant traffic signals and speed zones, and to determine capacity and channelization of the highways.
Acts as a liaison with TxDOT Divisions, MPOs, local governments, and other entities concerning traffic engineering, traffic operations, and/or traffic safety projects.
Coordinates traffic engineering / traffic operations matters with District Design staff, Area Engineers, Maintenance Supervisors, and Division personnel.
Investigates public complaints related to intersection operations, traffic signals, signs, railroad crossings, and pavement markings, and responds with explanatory phone calls, letters, and emails.
Meets with appropriate Department supervisors and/or sections, law enforcement agencies, and/or local government officials to discuss traffic problems and possible solutions.
Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors compliance with the terms of contracts, and/or prepares and delivers written evaluations of contract performance.
Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.
Recommends transportation engineering training needs and may develop training courses and materials and/or train others.
Responsible for District’s Highway Safety Improvement Program (HSIP), Federal Railroad Signal Program, and other safety-related programs / operations.
This job requires the following:
Six (6) years in transportation engineering including three (3) years as a Licensed Professional Engineer (LPE).
(Experience can be satisfied by fulltime or prorated part-time equivalent)
Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may be substituted for supervisory/managerial experience.
Related graduate-level education may be substituted for experience on a year-per-year basis.

Professional engineers licensed in another state, but not currently licensed in the State of Texas, must: (1) meet the license requirements of the State of Texas Engineering Practices Act; (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire; and (3) sign an agreement to that effect as a condition of employment.
