The City of Hanford is recruiting one (1) vacancy in the Utilities and Engineering Department. The position will design, organize, and prepare construction documents, plans and specifications utilizing AutoCAD and Civil3D and manual drafting skills; provide training and review the work of assigned engineering staff engaged in a variety of engineering activities; perform duties requiring specialized knowledge; and provide administrative support to assigned supervisor.
This is the advanced journey level in the Engineer professional series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the advanced and responsible types of duties assigned to classes within this series, including providing training, technical support, and functional assistance over assigned professional and technical staff. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility and be capable of providing support and training to other employees within the division.
EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:
Prepare a variety of engineering reports and documents, including Landscape Assessment District documents, subdivision agreements; cost analysis, and staff reports for City Council and/or Planning Commission approval.
Perform the advanced work related to conducting plan checking of improvement plans, maps, and construction documents, and writing conditions of approval for development projects. Prepare legal descriptions and exhibits for land acquisition. Coordinate and manage property appraisals and acquisition with consultants, property owners, and agencies. Using AutoCAD and Civil3D design capabilities, design and prepare complete construction documents and specifications for various capital improvement projects.
Prepare pre-construction documents; conduct pre-construction meetings; perform field inspections of projects under construction. Meet and confer with developers, contractors, engineers and the general public relative to City policies, regulations and procedures; coordinate discrepancies and problem situations with outside parties. Conduct special engineering studies relative to assigned area of responsibility; prepare appropriate reports and analyses.
Coordinate and direct the work of professional service and construction contractors, other public agencies and utilities.
Develop schedules and methods to accomplish assignments, ensuring work is completed in a timely and efficient manner. Participate in evaluating the activities of staff, recommending improvements and modifications. Provide and coordinate staff training; work with employees to correct deficiencies. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service. Foster an environment that embraces diversity, integrity, trust, and respect. Be an integral team player, which involves flexibility, cooperation, and communication. Perform related duties as assigned.
Principles and practices of civil engineering as applied to new development, capital improvement projects and contract administration that is pertinent to Federal, State and local laws, regulations, ordinances and codes.
Methods and techniques used in the design and construction of a variety of public works projects.
Principles and practices of technical and functional supervision and training.
Perform the most complex engineering duties related to development and construction. Prepare construction document specifications and write technical reports. Perform design of complex projects using AutoCAD and Civil3D, including alignments, surfaces, profiles, pipeworks and other design tools. Provide AutoCAD and Civil3D training and support to other employees within the division.
On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
On a continuous basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less.
Interpret, review and analyze development proposals, plans, and specifications.
Provide technical and functional supervision over assigned staff; effectively train staff.
Make complex engineering computations.
Perform complex civil engineering studies, analysis, and design; prepare specifications and write technical reports.

Experience and Education
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Two years of responsible journey level professional engineering experience similar to City of Hanford's Associate Engineer job classification.
Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
License and Certificate
Possession of, or ability to obtain, an appropriate, valid California Class C driver's license.
Possession of a valid California Certificate of Registration as a professional civil engineer.
