The individual assigned to this position coordinates activities of the utility departments for the implementation and completion of capital projects, technical work and utility operations. The Assistant Director is responsible for design and permitting; assists the Director with negotiation of developer agreements, service delivery, quality control and other business relating to the utility's water, wastewater and irrigation quality water systems. This individual is jointly responsible for the utility administration and assists in overall direction of the utility. Work is performed largely independently with considerable independent judgment and initiative under the direction of the Director of Utilities and the Town Manager. The individual is reviewed through regular conferences/face-to-face meetings and written communication.
FUNCTIONS & DUTIES
Presentations to senior staff, SMRU Board and general public
On-call for emergency response during named storms or as needed
Exercise of supervisory and technical skills, sound independent judgment and decision making involving responsibility for the functions of the
Oversees administrative and technical staff for completion of department
Provides technical direction to staff and development entities within the Town and SMRU service
Supervises contracted engineering services for preparation of plans and specifications for road, technology, and special projects
Directs and oversees activities of operational and administrative staff of SMRU in conjunction and in assistance to the SMRU Director of Utilities; including day-to-day operation of the utility, oversight of consultant activities and interface with State and Federal regulatory
Administers SMRU's engineering/capital improvements ' program; directs divisional activities; develops programs, procedures and priorities to meet established goals; coordinates with all appropriate federal, state and county agencies and with local municipalities.
Coordinates SMRU's emergency and hurricane preparedness/response plans
Managing engineering and technical consultants.
Administers SMRU rates and tariffs.
Coordinates the dissemination of technical information to citizens, land surveyors, engineers and other governmental agencies.
Manage planning, design and construction or reconstruction projects as they relate to the municipal facilities.
Supervise design, construction, operation and maintenance of treatment facilities, and their transmission systems, storage and pumping systems.
Inspect and critique the condition of facilities and directs operations regarding improvements needed.
Manage capital improvement projects in compliance with all local, state and federal regulations.
Assist in preparing and coordinating South Florida Water Management District, Florida Department of Environmental Protection, Environmental Protection Agency and National Pollutant Discharge Elimination System permits and other municipal related permits as required.
Assist in policy development and operational decisions.
Meet with and negotiate (as necessary) with customers and developers regarding access and use of the utility system in adherence with SMRU's uniform service and extension policy.
Conforms with and abides by all regulations policy, work procedures, and instructions.
Conforms with all safety rules and uses all safety equipment;
Review work of subordinates and make regular and frequent inspections of their work.
Keeps informed of OSHA, and other federal and state laws and guidelines governing daily operations.
Responsible for all activity reports and management of such reports.
Demonstrate continuous effort to innovate, improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Share recommendations with Supervisor on ways to improve operations & maintenance and life of capital equipment, infrastructure, and services.
Share recommendations with Supervisor on ways to improve services and improvements to existing procedures, policies and programs.
Performs related work as required.
EDUCATION / CERTIFICATION / TRAINING:
Bachelor’s Degree in Civil, Mechanical, Chemical, Environmental Engineering, or Construction Management from an ABET accredited university or equivalent.
Florida licensed E. (Professional Engineer) preferred.
A valid Florida Driver's License at time of hire; Employee must maintain a good driving
Five (5) years progressively responsible management experience, two (2) years of which are at an equivalent executive level of experience in utility system and municipal government
Experience in construction management and contract administration.
Experience with reviewing and/or designing engineering development plan sets and negotiating with developers on utility engineering and development
Experience in municipal engineering knowledge, skills and abilities as defined below that meet the minimum

State of Florida laws, regulations, and guidelines relating to all general aspects of municipal government and utility operations (highly preferred).
Ability to effectively use AutoCAD for review and design of projects.
Ability to effectively use GIS for map production and document control.
Ability to effectively negotiate and execute contracts on behalf of the SMRU.
Ability to perform technical review of engineering plans and documents.
Advanced organizational and management practices.
Ability to use computer software to create reports, spreadsheets, tables, and analyze utility system data.
Demonstrable ability in personnel supervision, facilities management and the recruitment and retention of key personnel.
