Purpose :
Provide leadership and accountability for the Substation, Telecommunications & Metering Assets Work Groups, including the successful resourcing, budgeting, scheduling and safe work performance for each work group in the completion of their approved work plan.
Major Duties & Responsibilities :
Work may include, but is not limited to, the following: (NOTE: While in general all the functions and requirements listed are essential, individual positions and/or locations may not require all duties be performed.)
Provide leadership and accountability for the following work groups: Substation, Civil and Transmission Engineering; Substation, Network, Telecommunications and Field Metering Maintenance and Construction; Construction Management Inspection; Survey; and Hazardous Materials by managing, organizing, planning, directing, coordinating and controlling activities, monitoring, measuring and reporting work and employee performance.
Promote a OneSMUD collaborative relationship with all SMUD work groups. Participate and collaborate with other leaders on cross-functional steering committees for the successful accomplishment of SMUD initiatives.
Ensure the safety of all work group employees and the public through adherence to SMUD Injury, Illness and Prevention Plan (IIPP) and current SMUD policies and procedures.
Actively enable, support and participate in SMUD’s IIPP, SCORCH, Near Miss Reporting, Incident Investigation, Joint Labor and Management Safety Committee programs and the resultant implementation of process improvements and corrective actions. Ensure that work group employees are receiving timely and appropriate training for: work and safety procedures; engineering and technical knowledge; and expected behavior competencies.
Develop, resource and provide for completion of work plans for each group in collaboration with SMUD planning areas that completes the work plan within the approved budget and schedule. Address and if necessary, escalate in a timely manner unplanned resource, budget and schedule issues for resolution.
Ensure that performance management expectations, performance feedback and coaching is provided for each employee.
Support and provide for a culture that supports innovation, inclusion, process improvement and customer service.
Provide timely information to Executive Management on: significant events, major milestones, impacts to the public; matters that could have a potentially significant impact on SMUD’s: employee and/or customer safety; financial position, compliance, reputation or relationships with SMUD’s customers and/or other agencies.
Work collaboratively with IBEW and OSE representatives and SMUD Labor Relations to keep both informed of potential changes in job descriptions and resolve potential issues.
Represent the work group and SMUD by writing and public speaking at SMUD Board Meetings and at public meetings and addressing questions raised by the respective audiences.
Knowledge Of: General knowledge of electrical distribution and transmission systems; principles of economic analysis; budget development and administration; contract administration; supervisory and management practices, methods and leadership techniques; safety rules and practices; SMUD goals and objectives; and SMUD operations, policies, rules and regulations. SMUD operations, policies, rules and regulations; principles for motivating, coaching, mentoring, and performance managing employees.
Skill To: Provide leadership, accountability and effective management of a diverse work group; work collaboratively with other work group leaders and outside agencies and customers; develop high level process measurements that are tied directly to SMUD's goals and objectives; translate high level measurements into more narrow performance measurements and accountabilities associated with the specific work performed by teams and individuals; communicate to upper management a clear understanding of the work plan status and any potential issues. Develop, coach and motivate employees; resolve operational and personnel conflicts when they occur; measure, diagnose, and design work processes and enable a culture of innovation and process improvement, when necessary; represent SMUD in a professional manner; handle customer complaints to a successful conclusion; readily adapt to changing situations; express ideas effectively both in written and oral communications
Education: Bachelor’s degree in a relevant discipline or equivalent experience. If no degree, 11 years of relevant experience is required.
Experience: Seven (7+) or more years of broad and extensive experience, with a progressively more responsible role and responsibilities, in the leadership of engineering, construction, operations, or maintenance.
