Job Description Summary
Performs advanced (senior-level) work developing strategic direction for and administering the daily operations and activities of the Texas Water Development Board's Conservation and Innovative Water Technologies Division. This position oversees a division of two departments Conservation and Innovative Water Technologies. Work involves management and oversight of 1) innovative water technologies programs, including aquifer storage and recovery, reuse, and desalination, and 2) conservation programs, including agriculture water conservation grants, irrigation water use estimates, water loss audits, water conservation plans, conservation education, and rainwater harvesting. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating division activities; developing and evaluating budget requests; and monitoring budget expenditures. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Deputy Executive Administrator for the Office of Water Science and Conservation.
Essential Job Functions
Provides effective leadership and management of staff, programs, and the division.
Provides the vision and implements strategies to advance aquifer storage and recovery, desalination, and water reuse as water management strategies in the state.
Provides the vision and implements strategies to assist communities with water conservation and related strategies including assistance with water conservation planning and reporting and mitigating water loss.
Manages all project activities within the division, providing technical direction and guidance.
Monitors completion and reports progress of division work activities.
Evaluates division performance and recommends and leads improvements.
Supports division administrative requirements related to organization, budget, and personnel.
Manages the performance of direct reports, to include, timely completion of plans and appraisals, and follow through on disciplinary actions as needed.
Oversees and facilitates interdepartmental/inter-agency activities.
Authorizes division hiring, separations, disciplinary actions and employee performance rewards.
Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
Ensures quality customer service and interact with both internal and external stakeholders in a professional and effective manner.
Maintains confidential and sensitive information.
Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
May be required to operate a state or personal vehicle for business purposes.
Performs other duties as assigned.
Minimum Qualifications
Graduation from an accredited four-year college or university with a bachelors degree in Civil/Environmental Engineering, Hydrology, Water Resources, Physical/Natural/Environmental Sciences, or related field.
Five years of professional experience in conservation or innovative water technologies.
Four years of progressively responsible professional work experience managing projects and/or programs.
Three years of professional experience supervising staff (including multi-disciplinary teams).
Relevant education and experience can be substituted on a year-for-year basis.
Preferred Qualifications
Graduate degree from an accredited college or university with major coursework in Civil/Environmental Engineering, Hydrology, Water Resources, Physical/Natural/Environmental Sciences, or related field.
Six or more years of professional technical experience in work related to innovative water technologies (aquifer storage and recovery, desalination, reuse).
Five or more years of progressively responsible professional work experience managing projects and/or programs.
Four or more years of professional experience supervising staff (including multi-disciplinary teams).
Texas Registered Professional Engineer (P.E.), Engineer in Training (E.I.T.), or other applicable certifications.

Ability to operate a vehicle (state or personal) for state business and maintain a drivers license and driving record that complies with state and agency requirements.
Ability to work days that may exceed 8 hours, including early mornings, nights, and weekends.
