 Clipper&#xae; is the Bay Area&#39;s all-in-one transit fare payment system, making travel seamless and convenient for riders across all transit modes from Napa to San Jose. MTC manages the third party contract for operation and maintenance the Clipper system, which includes fare payment devices (card readers and other equipment installed on buses and at ferry and rail stations), as well as a back office system responsible for maintaining accounts and processing transactions; and coordinates delivery with twenty-three (23) participating transit operators. 
 MTC is currently hiring for one position to support implementation of the next-generation Clipper system and equipment. The selected candidate will support a variety of tasks for the Clipper Program, including planning, design, and implementation of the next-generation system.&#xa0; This position will support coordination and oversight of a broad mix of technology, integration, policy, and business process changes; requiring you to coordinate stakeholders (including but not limited to planning, finance and operations staffs for the participating transit operators), support installation of Clipper equipment, and work with a multidisciplinary team to solve problems.&#xa0; We&#39;re looking for people who are energized by delivering a complex technology program to improve urban mobility.

 Support various aspects of Clipper operations which may include expansion to additional transit agencies, service or policy changes, and assist managing relationships with third-party partners.&#xa0; 
 Facilitate meetings with program participants, vendors, and consultants on operational, policy, and technical topics in order to inform decisions impacting the design of various components of the next generation system. 
 Under direction of a Clipper Principal and in close consultation with MTC staff, the Clipper Contractor, and consultants, support the preparation of contract change notices, evaluation and negotiation of contractor-furnished cost proposals, development of contract change orders, verification of technical compliance, and inspection and testing of final work products to ensure that requirements are met.&#xa0; 
 Following initial launch of the next-generation Clipper system, support requirements capture and coordinate stakeholder engagement, including transit agencies, for proposed system enhancements and additional features.&#xa0;

 Design, maintain or modify traffic control systems to ensure the safe and effective flow of traffic along City streets and support proper transportation planning; coordinate preparation of designs, plans, specifications and estimates for installation, removal, replacement or modification of traffic signals, traffic signs and other traffic control devices and markings; create and maintain complex computerized spreadsheets and databases and apply specialized traffic computer programs and software including transportation models.

 EXAMPLES OF DUTIES:  
 
 
 
 
 Assistant Resident Engineer   
 
 Assists with administering construction contracts by monitoring/inspecting contractor&#8217;s work for compliance with plans, specifications, and schedules, monitoring and coordinating the collection of material samples for testing.  
 Assists with construction management activities by participating in and conducting planning, preconstruction, coordination, progress, scheduling, and field staff meetings, preparing project documentation.  
 Assists in the approval of contractor payments by verifying, reviewing, and preparing quantity and progress estimates and payment forms for payments.  
 Assists in negotiating and preparing documentation for change order or claims by reviewing and evaluating change order request or claims, preparing engineer&#8217;s estimate for change order.  
 Monitors and coordinates safety and quality control on projects by ensuring project is constructed in accordance with applicable safety regulations, reporting safety, traffic hazards and defective work to the contractor for correction.  
 
 Resident Engineer   
 
 Monitors construction project progress by reviewing and approving payments, costs/cost forecasts, budgets and schedules, monitoring and mitigating issues with staff, analyzing budget status reports, and updating staff regarding the current schedule.  
 Reviews contract requirements and changes by negotiating change orders and cost/time impacts, enforcing contract requirements, interpreting specifications/drawings, directing staff on change issues.  
 Provides supervisory responsibilities by interviewing, hiring, and motivating staff to perform assigned tasks, forecasting and planning expected workload and staffing needs, assigning projects/ tasks, and training staff as necessary.

 You will contribute to the following key projects 
 
 
 
 Leading our increased strategic initiatives, including private land development and large-scale projects which include Leal Master Plan, Hamner Place, The Station, The Merge, The Homestead, Eastvale Entertainment District, among many other projects for our development community, businesses, and residents 
 Supporting long-range efforts of anticipated or potential future projects that would service the community such as the Eastvale 2040 General Plan, a Civic Center, which includes a City Hall and Public Library, a law enforcement substation, and/or developing the Leal property to become our downtown destination 
 Designing a downtown area/entertainment district from raw dairy land, and a unique brand destination location for years to come 
 Development of the $22 Million Limonite Bridge Extension over the Cucamonga Creek and through the Homestead development&#xa0; 
 Development of the Altfillisch property (southwest corner of Citrus Street &#38; Scholar Way) 
 Design and implementation of an $8 million Active Transportation Grant Trail System to enhance walkability and connect our schools, parks, neighborhood, and retail 
 Connect and synchronize traffic signals citywide 
 Smart City Technology and use of streetlights for community benefitting services and wireless data service 
 Oversee and manage Land Development projects 
 
 
 ARE YOU QUALIFIED? 
 Education:&#xa0; Graduation from an accredited college with a bachelor&#39;s degree in Civil Engineering.&#xa0; 
 Experience:&#xa0; Four or more years of progressively responsible experience in professional civil engineering (emphasis on private land development), including experience with public works projects, including three years of supervisory experience or any combination of training and experience that &#xa0; provides the desired knowledge and abilities.&#xa0; 
 &#xa0; Licenses &#38; Certificates:&#xa0; Registration as a Professional Civil Engineer (P.E.) with the California State Board of Registration for Civil and Professional Engineers required. &#xa0; 
 Active membership and/or participation in professional organization such as American Society of Civil Engineers (ASCE), Institute of Transportation Engineers (ITE), American Public Works Association (APWA), Professional Traffic Operations Engineer (PTOE) and/or related groups is highly desirable. &#xa0; 
 Special Requirements: 
 Possession of a valid Class &#8220;C&#8221; California driver&#8217;s license and a satisfactory driving record. &#xa0;

 Policy and Programming Internship Overview 
 The Transportation Authority&#8217;s Policy and Programming Division leads the strategic planning and policy analysis associated with administration and oversight of the 30-year Prop K local half-cent sales tax Expenditure Plan. This includes programming and allocating funds to transportation projects, and monitoring delivery and providing oversight during project implementation. The Policy and Programming Division also administers the Transportation Fund for Clean Air, Prop AA Vehicle Registration Fee, Traffic Congestion Mitigation Tax (TNC Tax) and several federal, state, and regional transportation funding programs. This Division maintains the online grants portal which serves as a web-based information interface for grant recipients and the MyStreetSF website where the public can see their sales tax dollars at work. The Division also provides support to the Transportation Authority Board for the Neighborhood Program and participates in developing, tracking, and analyzing local, state, and federal transportation legislation and policy, including for Plan Bay Area and ConnectSF.
