 Compensation: Professional Engineer: $62,316.80 - $80,000.00 annually &#xa0;

 Essential Functions 
 
 Provides technical review of Watershed Management Program (WMP) and Cooperative Funding Initiative (CFI) project deliverables, which may include hydrologic/hydraulic models and calculations, water quality models and calculations, geodatabases, construction plans, and budgets/cost estimates. 
 Performs tasks associated with complex watershed management planning projects and storm water improvement projects. This position involves conventional engineering practices, technical review and analysis, and project management. 
 Work includes elements of the watershed management program: Topographic Information, Watershed Evaluation, Watershed Management Plan, Implementation of Best Management Practices, and Watershed Updates. 
 Plans, schedules and performs tasks related to hydrologic and hydraulic analysis of flood protection projects. 
 Conducts technical review of projects within expected time frames and established requirements. 
 Limited detail watershed studies 
 Applies knowledge of hydrology, hydraulics, fluid mechanics and other engineering, physical, and environmental principles to make sound recommendations.

 Provides periodic guidance to entry-level engineers, technicians, students and other District staff on appropriate engineering practices 
 Mentor and oversee work of entry-level engineers for WMP and CFI projects 
 Uses appropriate software, databases, modeling systems and other technology. 
 Acts as the technical contact, coordinator, or lead on large scale regional teams. 
 Perform project management duties as needed, including preparation and evaluation of requests for proposals and bids; contract negotiations; contractor oversight, and cost tracking against budgeted funds. 
 Oversees the work of assigned staff or contractors. 
 Participates in District emergency management activities and other division activities and performs other duties as needed. 
 
 Working Conditions 
 Employee works in both a standard office environment and in the field. Regular travel during the workday is required. 
 In-office: Performs continuous repetitive tasks (to include keyboarding) with one or both hands. Occasionally lifts and carries objects up to 10 pounds. Occasionally requires bending and reaching above shoulder level. 
 In-field:&#xa0;&#xa0;Work performed in the field may often be in remote and undeveloped areas of the District, under adverse weather conditions. Travel and some outdoor labor may be required. May be exposed to extremes in elements, temperature and humidity and to a variety of pests, including mosquitoes and ticks. Must be able to able to bend, lift, carry, and reach above shoulder level. May occasionally require the ability to lift and carry objects weighing up to 20 pounds. 								<description>Quincy, Florida,  The Center Director is the administrative head of the North Florida Research and Education Center (NFREC) and provides leadership and support for research, extension and teaching programs essential to the agricultural, natural resource conservation, environmental and consumer interests of the area encompassing the eastern Florida Panhandle through the Suwanee Valley and much of NE Florida. A key component of success in the Director position is stakeholder engagement across these areas that will unify efforts toward common interests and identify stakeholder needs.&#xa0; The Director is responsible for encouraging development of proactive programs addressing present and future needs of surrounding agricultural, natural resource and urban communities. The primary responsibility will be administrative but there may be opportunities for research, extension, or teaching. NFREC programs seek to improve the viability of regional agricultural economics, protect and enhance natural resources, support sound urban landscape practices and encourage positive interests at the urban-agricultural interface. 
 The Center Director is responsible for effective management of NFREC resources - most importantly budgetary and personnel management - and for development of short- and long-term goals involving programs, equipment, physical plant and personnel. The Center Director is to actively seek private funding and endowments to enhance the sustainability of the NFREC. Encouraging and supporting faculty to seek extramural grant opportunities is a key job requirement. The Center Director will liaison with local, state, and federal agencies and will interact with UF/IFAS administration, county extension faculty, other UF faculty and staff, and agricultural and environmental leaders in accordance with the Center&#8217;s mission and goals. The Center Director is expected to use appropriate communication and management skills to promote teamwork among faculty and staff, delegate responsibility when appropriate, and make timely decisions.&#xa0; The Director is responsible for evaluation of NFREC faculty programs and initiation of tenure and promotion actions in consultation with department chairs and also must actively engage in filling positions after retirement on established programs. The Center Director is expected to work strongly towards establishing new faculty positions and programs with a clear vision for future agriculture and natural resource development goals for the region and the state.  Other Information: 
 The North Florida Research &#38; Education Center (NFREC;  http://nfrec.ifas.ufl.edu ) is one of the largest and most diverse off-campus units of UF/IFAS, consisting of campuses in Quincy, Marianna and Live Oak in the eastern Panhandle and Big Bend Region of Florida. The Quincy campus established in 1921 is a 1,021-acre research and education facility located in Gadsden County. The NFREC-Marianna, a 1,288-acre facility, was originally one of the Mobile Units established in 1941 and made its permanent home in Jackson County in 1948. The NFREC-Suwannee Valley (Live Oak) consists of 388 acres, was created by the Florida Legislature in 1947 and began operation on November 1, 1950. The NFREC has 16 faculty members located at Quincy and Marianna that represent nine academic units (agronomy, animal science, entomology, environmental horticulture, forestry, horticulture, plant pathology, soil and water science, and wildlife conservation). Four Regional Specialized Extension Agents (RSA) are located at the NFREC-Suwannee Valley specialized in row crops, rural and agribusiness development, vegetable crops, and water resources, and one RSA is located at Quincy specialized in water resources. Research and Extension programs are collaborative, with a system-based focus on cropping systems, biofuel and medicinal crops, beef/forage production systems, plant breeding systems, specialty crop systems and natural resource management systems.  15+ years of related experience in geotechnical investigation and design, preferably in the areas of dams and levees / water resources, transportation and infrastructure

 This is responsible administrative work in directing the overall operation and planning of the Electric &#38; Gas Utility including generation, transmission, distribution, system operations, planning, compliance.&#xa0; Work is performed under general administrative direction of the City Manager, and reviewed through personal conferences, written reports and results obtained.&#xa0;

 Essential Duties&#xa0; 
 Responsible for developing the organization, work plans and procedures and overseeing the operations of the Electric and Gas Utilities consistent with the City and Electric &#38; Gas Utility Mission and Objectives.&#xa0; These operations include administration, generation, power delivery operations, electric engineering, fuel &#38; energy procurement, system planning, system operations and compliance.&#xa0; Meets with division directors regarding the decisions related to systems operations or unusual situations relating to equipment, personnel, customer problems, or contract work.&#xa0; Provides leadership in the development of the long-term Electric &#38; Gas Utility strategic plan and the annual operational plans to support the strategic plan.&#xa0; Responsible for the establishment and administration of safety programs and practices to promote a safe work environment.&#xa0; Responsible for the Electric &#38; Gas operating and capital budgets and projects including development, monitoring and ensure proper control is being exercised.&#xa0; Responsible for ensuring compliance with all applicable regulatory requirements including, but not limited to, FPSC, NERC, FERC and regional reliability standards, environmental regulations and requirements, land use regulations and requirements.&#xa0; Directs, coordinates and oversees the purchase, acquisition, negotiation and management of contracts and purchases for materials and services to support the system operations including the fuel risk management program and fuel procurement. &#xa0;Negotiates, on behalf of the City, power sales agreements, territorial agreements with neighboring utilities, etc.&#xa0; Oversees the development of long-range system expansion plans and needs to ensure for a reliable electric and traffic system.&#xa0; Coordinates with consulting engineers on rate studies, feasibility studies regarding expansion of the electrical system, preparation of official statements for bond sales, and in carrying out construction of approved projects.&#xa0; Consults with staff members and aides in the preparation of numerous reports concerning all phases of the electric &#38; gas utility activities. &#xa0;Prepares and reviews City Commission agenda materials and represents the utility before the City Commission.&#xa0; Ensures department compliance with the City&#39;s Fair Employment Practices Plan, equal employment opportunity requirements, and related federal and state laws.&#xa0; Selects, hires, advances, transfers, resolves grievances, disciplines and dismisses staff.&#xa0; Completes performance evaluations and grants or denies merit raises.&#xa0; Performs related work as required.&#xa0;
