DEFINITION
Engineer Under general direction, performs a variety of professional civil engineering work in connection with the planning, design, and construction of agency projects and oversees and coordinates the work of consultants; plans and conducts complex engineering studies; and performs related duties as required.
Senior Engineer Under general direction, performs a variety of professional civil engineering work in connection with the planning, design, and construction of agency projects and oversees and coordinates the work of consultants; leads, trains, and provides work direction to assigned staff, and performs related duties as required.
DISTINGUISHING CHARACTERISTICS
Engineer The Engineer classification is the full journey-level class in the professional Engineering series requiring registration. Incumbents in this class are responsible for performing complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Work in this class is distinguished from lower-level classifications by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate.
Senior Engineer The Senior Engineer classification is the advanced journey-level class in the professional Engineering series requiring registration. Incumbents in this class are responsible for performing complex engineering assignments of higher complexity. Assignments require the exercise of independent judgment and initiative when referring to unusual or complex problems. The classification of Senior Engineer is distinguished from lower-level classifications in that incumbents may supervise over lower-level classifications.
SUPERVISION RECEIVED/EXERCISED
Engineer Receives general direction from the Principal Engineer. Exercises technical supervision over lower-level engineers and technical staff.

QUALIFICATIONS (The following are minimal qualifications necessary for entry into the classification.) Education and/or Experience Engineer Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Engineer. A typical way of obtaining the required qualifications is to possess:
A Bachelor’s degree in civil engineering or a related field from an accredited college or university.
Three (3) years of increasingly responsible professional experience performing journey-level professional civil engineering work.
Senior Engineer Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Senior Engineer. A typical way of obtaining the required qualifications is to possess:
A Bachelor’s degree in civil engineering or a related field from an accredited college or university.
Five (5) years of increasingly responsible professional experience performing journey-level professional civil engineering work.
Licenses and Certifications Engineer and Senior Engineer
Possession of, or ability to obtain, a valid Class C California driver's license. Individuals who do not meet this requirement due to a physical disability will be considered on a case-by-case basis.
Registration as a Professional Civil Engineer in the State of California is required.

Advanced principles, practices, methods, and techniques of civil engineering.
Methods and materials used in the design, inspection, and construction of various projects.

Training lower-level engineers and technical staff.

Engineer Ability to:
Lead, plan, direct, and coordinate the work of project teams.
Successfully manage projects of varying size and budget.
Evaluate complex design and consulting work.
Interpret, explain, and apply complex rules, policies and procedures, regulations, laws, and ordinances.
Prepare comprehensive and technical reports.
Analyze engineering problems and develop successful resolutions.
Establish and maintain effective working relations with agency staff, outside agencies, consultants, contractors, developers, and the public.
Evaluate and perform difficult planning and design work.
Perform feasibility and cost analysis studies.
Compile, assemble and prepare a variety of engineering documents including drawings, calculations, specifications, plans and support materials.
Perform difficult and complex engineering mathematical computations.
Design and evaluate engineering projects to assure objectives and codes are followed.
Operate a computer and assigned software.
Utilize specialized drafting tools and equipment.
Communicate effectively both orally and in writing.
Prepare presentations and present it to staff, management, Board of Directors, public and professional service groups, etc.
Meet schedules and timelines.
Maintain records.
Senior Engineer Ability to:
Perform the same abilities as the Engineer.
Analyze problems and evaluate alternatives of higher complexity.
Manage and lead projects and assignments with higher complexity.
Train lower-level engineers and technical staff.
Manage and supervise lower-level engineers and technical staff.
