Seattle Public Utilities (SPU) is seeking a talented Senior Civil Engineer interested in working on exciting projects utilizing innovative and cutting-edge technologies to deliver water line of business capital improvement projects (CIP). This position will work under the general direction of a Civil Engineer Supervisor in the CIP Design Section of SPU’s Project Delivery Branch. This position will primarily provide water engineering design services and serve as a mentor to other staff in the water line of business.

Job Responsibilities
Prepare and support the most technically complex engineering designs for water system capital improvement projects:
Prepare alternative analyses, reports, preliminary and final design plans, cost estimates, technical specifications, and other related engineering products for water system capital improvement projects.
Conduct work associated with quality assurance and quality control (QA/QC) such as performing and responding to QC reviews of internally designed projects and reviewing projects designed by external teams.
Develop scope for highly specialized water system aspects such as large and small diameter control valves, pump stations and systems, seismically resistant pipelines, trenchless technologies, etc. for consultant led designs.
Provide professional engineering stamp on final design plans and specifications.
Design or support distribution water main rehabilitation projects.
Design large and complex thrust restraint systems.
Review consultant designs of water systems associated with large, inter-agency capital projects.
Perform Project Engineer duties: lead CIP design, support monitoring of design scope, schedule, and budget, review and provide guidance for consultant CIP designs to address technical issues and optimize performance.
Provide engineering services during construction including review of material submittals, water lay plans, responding to requests for information and developing or approving design changes.
Coordinate and work collaboratively with internal and external stakeholders including, but not limited to, communities, agencies, departments, divisions, and private utilities impacted by CIPs.
Develop consultant contracts for engineering design work related to drinking water:
Develop work assignments including tasks, estimate costs of consultant labor, work with consultant to refine the scope/schedule and budgets for work, and work with financial staff to finalize contracts.
Monitor consultant’s work and review work products.
Review and approve or reject consultant and provider invoices and payments and perform other contract management tasks as appropriate.

Qualifications
Experience: Five (5) years of professional civil engineering experience
Education: Bachelor's Degree in Civil Engineering
License/Certificate:
Registration as a Professional Engineer in the State of Washington
Valid Washington State driver’s license.
Additional Information
The ideal candidate should possess:
Three (3) years of water main design experience
Strong background in water system design, including pipe systems, valves, storage facilities, restraint systems, etc.
Experience with earthquake resistant (ERDIP) pipe systems, HDPE pipe, and steel pipe design
Well-developed written and oral communication skills
Ability to develop effective working relationship with internal and external stakeholders.
Experience using AutoCAD or Civil3D
Ability to perform technical research work and complex technical computations to provide reliable advice on difficult engineering problems
